Traffic Management Designer 1 (TMD1)

This skill set provides the skills and knowledge required for those responsible for developing Traffic Management Plans (TMPs) and Traffic Guidance Scheme (TGSs) on Temporary Traffic Management Category 1 environments as described in the Austroads Guide to Temporary Traffic Management.

Course Duration

Delivered over 3 days, Face-to-Face

Only once training has been completed learners are required to complete Practical experience requirements and traffic management plan design (TMD) submissions.

Course Content

  • Plan and prepare for implementing the risk management process
  • Identify workplace hazards and assess
  • Assess workplace risks and identify unacceptable risk levels
  • Identify potential actions and develop risk controls
  • Implement and evaluate risk control
  • Audit the risk management process and complete records
  • Establish context for traffic management plan and traffic guidance scheme
  • Prepare traffic management plans and traffic guidance scheme
  • Support and review traffic management plan implementation

Course Outcome

The  skill set provides the Licensing, legislative and certification requirements for individuals responsible for developing traffic management plans and traffic guidance schemes for Temporary Traffic Management Category 1 roads.

On successful completion of all course requirements and assessments, learners will be issued with:

  • Statement of Attainment
  • Department of Infrastructure and Transport (DIT) is responsible for issuing TTM ID cards on completion.

The units of competency comprise both theoretical and practical components.

  • Practical experience requirements must be completed on declared Temporary Traffic Management Category 1 roads within at least six months of successfully completing the theoretical component
  • Submission of at least 2 different traffic management plan design types applying the relevant skills and knowledge in a temporary traffic management workplace is require.
  • Commencement of traffic management plan design (TMD) submission 1 will commence in face to face training.

UNTIL JANUARY 31 2027

Evidence of practice and experience

Learners must provide evidence of currency of practice by being able to demonstrate that in the past three years they have designed, reviewed or audited:

  • 12 traffic management plans

OR

  • 12 traffic guidance schemes

 

The traffic management plans or traffic guidance schemes must include at least four different worksite locations that are within the relevant jurisdiction. These locations may include one of the following road categories or sections of the network:

  • TTM Category 1
  • TTM Category 2
  • TTM Category 3

 

Qualification prerequisites

Traffic Management Designers who have at least an AQF Level 6 qualification in one of the following fields may use this as the prerequisite for enrolling in the TMD 1 course:

  • civil construction
  • traffic engineering
  • road design-related

 

FROM FEBRUARY 1 2027

Learners will be required to have completed one of the following TMI skill sets:

  • TMI1 – RIISSS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads
  • TMI2 – RIISSS00061 Traffic Management Implementer Skill Set for High Volume Roads
  • TMI3 – RIISSS00062 Traffic Management Implementer Skill Set for Motorways and Freeways

AND

  • Have at least 12 months experience working as a Traffic Management Implementer

AND

  • Have relevant experience implementing at least 20 TGSs in at least four of the following design types:
    • pedestrian and cyclist controls
    • construction sites
    • lane closures
    • shoulder closures
    • night works
    • use of portable traffic control devices
    • motorways or freeways

           OR

  • At least an AQF Level 6 qualification in a civil construction, traffic engineering, or road design related field.

 

Additional Requirements for all Learners

  • All learners must be 16 years or older and will be required to provide photographic identification upon arriving for their course i.e. Australian Driver’s License, Passport, or Proof of Age Card. This is mandatory for accredited courses.
  • Must be able to read, write, and speak basic English.
  • Must have a valid USI to be issued the Statement of Attainment. All information regarding the USI is found at www.usi.gov.au

 

Regulatory Requirements upon Successful Completion

  • Learners are required to be reaccredited every 3 years.
  • Full Course Fee:$1450.00 to be paid at registration
